As an active-duty Air Force physician, I had no idea the opportunities and vast resources that were available to me. It was as simple as Dr. Fontenette asking “Do you want to go to Washington D.C.?” I was so nervous about going to the Nation’s Capital and speaking with lawmakers. I didn’t even know what I was going to wear. It turns out, that’s what the first two days of the conference are for. The conference brings in experts from all backgrounds - doctors, lawyers, data analysts, and Hill staffers, and gave attendees from medical students to attendings a platform to present their research.

Lt Col (ret.) Torree McGowan

GSACEP commissioned this interview with Dr. David Munter as part of its History of Military Emergency Medicine project. Dr. Munter is a partner in Emergency Physicians of Tidewater. He founded the U.S. Navy’s Emergency Medicine residency in Portsmouth, VA, and served as its chairman of Emergency Medicine from 1997-1999. He served as the intern and Emergency Medicine specialty leader for the Navy. He was named director of medical services for the Naval Medical Center at Portsmouth in 1999. In 2001 he became the director of Tricare Region 2 before retiring in 2003. His story begins in 1978, when he was accepted to the third-ever class at the United States University of Health Sciences medical school.

By doctrine, I serve as the subject matter expert for all things EM for the Army, advocate for specialty concerns, define training requirements, determine distribution of positions, and provide mentorship for our population. The reality is no person can know and do all of the things required by themselves, so really I am but one member of team of senior Army EM leaders that I have surrounded myself with to help to shape and guide the direction of EM in the military.

COL Lucenti spoke about high-reliability healthcare operations in the emergency department and how workflows can be optimized to improve patient care while reducing wait times.
